Opium is now, and for a long time has been a Government monopoly, formerly administered through an Opium Farm, but since January 1907 it has been controlled directly by the Government Opium Rogio,

By the treaty between Siam and the United States of America, signed in 1933, vory broad rights of importation into, and trade within, Siam were granted to Amorican citizens, but particu- lar exception was made of Opium, the words being "noither is per- mission granted to import Opium, which is contraband;

but by the treaty with Foreign Powers, signed in 1865 and aftor, opium may bo imported by their subjects undor the condition that it should be gold to the Opium Farm or re-exported.

Undor those circumstances, practically no opium is imported into Siam oxcept the supplios for the Government Factory. The 3iamose Govornment claims, under the traatios, tho right to exercise the same amount of control over morphia as ovor opium itsolf. In viow, however, of the lugitimate usos to which morphia may be put in the practice of modicine, the Royal Govorn- munt has permitted the importation of reasonable amours by ro- putable chemists under cortain safe guards, but its importation by other persons is not permittod.

Siam is not an opium producing country, and whatovor opium is consumod in Sion is imported from abroad.
